I just got approved for a Discover card with a low $2,500 limit. The card is on it's way but I've been reading lots about everyone getting SP CLIs. How soon should I wait before I attempt a CLI after I set up my account?

With no prior history with them it's unlikely to give you much success right now.
The good news is that Discover is great with growth over time. 3-6 months of good usage and payments and more than likely you can easily grow the limit with SPs. Be patient.

I wasn't successful. I'll just wait my 3 months and join the 16-days train, if still accepting guests.

Be careful assuming things about the "16 days train". All it means is CLIs are possible more often now. In no way shape or form does it mean you'll get a CLI every 16 days like clockwork, especially on a new account.
I've been successful requesting a CLI after every 4th statement cuts. Recently (last 3 months), I've requested a CLI after each statement cut, and received a $1K increase each time.
Don't try to recon. Wait 3 months and request a CLI. Discover also will grow with you if you use their card a lot and always pay on time.
