Not every successful applicant has 2 x HP which begs the question as to whether or not there is enough data with sufficient fidelity to be able to accurately correlate the criteria and/or threshold that triggers a Citi double-tap vs. only pulling from a single CRA.
With the exception of some credit unions and sometimes Amex, usually each app will result in its own HP. There are exceptions, but in this case, I wouldn't expect Citi to allow it.

It's not about criteria for single vs double pull, it's about two separate and distinct applications, performed at different points in time.
From a logical perspective, how much can a CR change in less than a month. Most updates to CRs change monthly, outside of some major change (BK, 30 days late). Of course they want to make sure the app isn't coming because of one of those that just popped up, but they ought to factor in, if they don't already, the app is pursued from an offer they made, especially if they ask for an offer code with the app.
