I find it odd......

I have found that the divisions in most banks are almost segregated from each other. For example, when I filed BK, in 2007, Cap One and HSBC Best Buy were creditors included. I dismissed the BK in 2011 and paid all creditors, but it's strange how different divisions within the same bank look at the situation.

For example; Cap One was the first to give me an auto loan post BK, but they won't budge on giving me their basic personal credit card. Recently opened up a new business and Cap One gives me a business CC for a business opened less than a month, but won't budge on personal CC.

HSBC was first to give unsecured CC after BK. They actually sent pre-approval while I was still in BK. Called to talk about re-opening Best Buy store card and they said no but we'll give you the BBRZ MC.

Just find it all strange. I know that a computer makes alot of these decisions, but it just seems odd to me.

This is why, these days, it is difficult to build a relationship with a bank because it is, as you said, the left hand doesn't know or have anything to do with what the right hand is doing.  Their "divisions" really are divided and, the only "unity" that exists is in name only.  All the "disconnected-ness" is most disconcerting to me.

An auto loan is secured, so would be be easier to qualify for than a CC. If you default, they can always take your car. So, it makes sense that they would give you an auto loan easier than a CC.

The BB MC is pretty easy to get because they have a high AF $59 and generally pretty low limits. Also, the card does not offer the financing option that their store card does.

Business cards have different rules than for personal cards, so that may be why they approved your biz card and won't give you a psnl one. Also, the TYPE of Cap One card has A LOT to do with whether or not you're approved. You could be denied one type, but approved for another. Unfortunately, they won't just counter-offer you with a diff card. They require a new app and 3 new HPs.
