A friend had a Chase Saphire Preferred card that they closed after he bounced a check to them (it was replaced the same day, but since they were already concerned about him it was too late). Since then (over a year ago), he has paid off the balance on his Chase card (he paid it over time, paying off his open accounts first, but always paying more than the minimum and never missing a payment), and no longer carries balances on any of his other cards. His credit score is in the high 700's with all three bureaus and has been so for a while. He is about to pay off his car lease (it was his newest account, at just about 3 years), and will need to get either a new lease or loan, so that will be an inquiry and new account.
His new position at work (the same company, so not a new job), will require travel and so he would really like to get a Saphire card again at some point. His question is, since they closed the account, is he blacklisted by them or will they ever consider him again?
Since he paid them off there would be no BL and yes they would consider in the future.

Agreed... If OP is in a state with Chase branches I would suggest a drop in and see if anything comes up pre approved or pre selected.

Right, but the "Previous Unsatisfactory Relationship" thing is pretty similar to a blacklist, no? Might go away after some indefinite time.
And, I think that unlike an Amex blacklist, Chase would still do a HP before telling you that they don't appreciate how you treated them before! So, worse than a blacklist in that sense.

Do they offer a pre-qualification site and does that check if one is blacklisted? He never missed a payment (even the bounce and the replacement were before the due date), but was carrying high balances on his cards (theirs and others), and has been debt free for a long time. If there is no way for him to even check, I am not sure it is worth it to take the hard pull hit with no likelyhood of success. He keeps getting AmEx Platinum card pre-qual offers, but has not pulled the trigger because he does not want to do anything that will impact his score until he decides on Chase.

Are there places in the U.S. that do not have Chase branches? :-) Everywhere I go I see a million. I think of them and B of A like Starbucks and McDonalds. :-)

Unfortunately, there is no pre-qualification portal for Chase. It was taken down a while back. A thing to keep in mind, even though there may be a pre-approved alternative by checking via in-branch offers, it will not cross-check until the HP is done.

Sure, plenty of states do not have a Chase or JPM physical branch presence.
