I would do shuffle as well. discover looks paid off then they are the ones who start doing offers again ironically

If you realize the former then you should know that you can't rely soley on the latter. Your credit and income determine the limits that you will qualify for. Some creditors/products may have easier critieria but that doesn't mean that they'll grant high limits to everyone regardless of their credit and income.
A list of cards doesn't really help. Provide the reported utilization on each. Give us a better idea of the rest of your credit profile.

You need to consider your sources when you research. People applying for BT cards tend to have high utilization which can heavily contrict the limits that they qualify for.
