Yes, Target like many other store cards has one fixed APR for all customers. To address your earlier comment about store cards being bad, as long as you are not carrying a non-promotional balance on them, they can be quite good. Between 5% back, 5-30% off for just paying with the card, and/or 6-to-24 month 0% APR offers, there is a good reason I have all of mine. But even a 1.5% cash back bank card with a perfectly reasonable 15.99% APR will have all of its rewards negated if you carry the balance for even a single month.
I'ma talk to my credit union and see if there's a way for them to lower the interest rate, although its low already at 7.95% F. I want to get it to 7.5 or even 7% would be good, if anything lower I would love them lol!
