Considering you pay on average 3% up front with other cards just to move your balance there it's competitive enough for the first year @ 2.99%
that is akin to my card. unfortunately my CU is not open to the public. it is 2.9% for the life of the balance transfer, and also purchases for the first 12 months. next month my apr goes up to 7.9% but it is fixed so I am ok with that!

Your Discover likely has BT offers of some sort every day of the week.
Chase, much less likely but possible
AMEX, as others have noted... no.
In order to get into the BT game, one must have a card from another bank that is likely to do a BT offer. This means Capital One, Discover, Citi, BofA, US Bank, PenFed or (shudder) Barclays.
As you are discovering (pun) Consolidation of Balances can't be within the same bank, they don't like to play that game.
yep, this is a debt shuffle! the best way to responsibly do BTs without opening new accounts. it seems amex does not mind if they are paid off with a BT, although I have yet to try it myself.

I did a BT from my AMEX ED to my Slate card and it went through in about 5 days. No problem at all and I'm assuming that they really wouldn't care how they got their money, just as long as it was there on time.

My FNBO Amex get BT offers all the time Granted, I know it could be considered as not an "Amex proper" or a true Amex, since it is only on the Amex card network, not an Amex card actually issed by Amex, but I just wanted to mention as it technically has the Amex logo on it.
Centurion Bank = Amex
Co-branded aka issued by someone other than Centurion = Fake Amex
