Forgot to mention when I called PenFed I got a busy signal, I had to call back 4-5 times before it finally rang, I found that strange. I also had a pretty long hold time.
This is NOT routine maintenance. Something else is going on. 
As many have said, banks don't do maintenance on a Monday afternoon. Saturday or Sunday after midnight. And I think Cap 1 just had routine maintenance.
Also, ANY bank would want to have their charges go through even if their system was down, either expectedly or unexpetedly.
The long wait times on the phone make sense, as I am sure everyone is calling in to find out what's going on.
A quick search of news sites doesn't bring anything up. So, either it's nothing major (just looks like it to us credit addicts 
), or so early in whatever is happening that it hasn't been picked up yet.
