Is it possible to get a Lower APR than the lowest listed on T&C?

I have couple of cards which are at 13.99 APR that's the lowest listed on their T&C... I am trying to see if anyone had any success in get a lower APR than the lowest listed on T&C.

I have a Chase Freedom at 11.99 when new applications are 13.99 - 22.99.  I didn't request the APR, it was auto-reduced in 2011 from 13.24 and hasn't changed since.

From a customer initiated request, unlikely.  Unless, your account meets specific criteria to be lowered than their current advertised market rate and the current economic conditions.

My AMEX Delta is at 12.24% and 15.24% is the lowest posted APR during app.

 

My BofA Alaska is at 11.99% and the lowest APR posted for that is 14.24%.

 

I requested reductions on both these cards.

My AMEX BSP is at 14.24% where 17.24% is lowest standard APR.

Bank of America lowered my partners Fidelity to 10.99 I think it is and they only list 1 APR for that and it's 13.24% if I do believe.

I think otherwise usually you see the real low aprs below todays advertised stuff when people have had the cards long time!

My USAA MC is 7.75% and USAA Amex is 8.90% where 9.90% is the lowest standard for both.

I pay 6.24 percent on my Wells Fargo Platinum Visa, though the advertised rate has a minimum of 10.15 percent.  No clue how/why I got that rate (and I don't remember when, either).

8.24 APR on Amex BCP  from 12.99%

10.74 APR on Citi DC from 12.99%

both were able to be lowered by 1st line CSR surprisingly!

So yes, its possible...sometimes all it takes is being a loyal customer or a little persistence!!!!
