Clicking "Turn Off" or "deactivate" will un-enroll you from Pay over time.
Could be. Everyone other than me seems to be making the same assumption you are about that. But I'm skeptical. There's POT stuff all over my statements. I have a hard time seeing that and believing I'm not enrolled in the program. Perhaps we'll never know unless I get an enrollment bonus offer. If that happens, I'll be happy to grab it and admit I was wrong. 😁
I was automatically enrolled in pay over time when the account was opened. I turned it off, and a few months later received the 20K points enrollment offer.

Mine changed at some point to Active/Inactive. My personal cards were originally "The American Express Card Now With Membership Rewards" (edit: this is wrong, I actually had to opt into that change later; it was just "The American Express Card" originally) and "The Gold Card from American Express With Membership Rewards" (short, catchy names). In 2005, Pay Over Time was automatically added to both with no bonuses. I clicked Inactive on one of them maybe 2 years ago in hopes of finally getting targeted for a bonus. It took a long time, but I eventually got one of the DoC links to work. I should do it with the other card. I never activated it on my Business Platinum hoping for a bonus; unfortunately so far it's only had offers of 3.99% APR for 6 months if I activate it.
TL;DR Yes, clicking Inactive turns it off and makes you eligible for a bonus for turning it back on... eventually.

Finally, today, I was offered a bonus for enrolling in Pay Over Time. It appeared in a popup when I signed onto the Amex site. I accepted it immediately, and grabbed screenshots at every step.
@Credit12Fico was right and I was wrong. I will happily accept the consolation prize of 20k MR.
I can't tell if the timing is random or if something I did triggered the offer. For context, this is on a Gold card, my AF hit last week, I immediately requested and received a retention offer, and I have increased my spend on this card in the days since, in an effort to hit the spend requirement for that bonus.

I got an email about it for my gold card. Titled "Good News, DONZI! You're eligible to activate a flexible payment option."
I don't recall if there was something on the website too.. There likely was something about it there also, in featured offers or along the side-bar.

The 20k points posted to my account a mere five days after I accepted the offer. I had read on DoC that sometimes this has taken several months and multiple follow-up requests. Maybe Amex has ironed out the kinks or maybe I just got lucky.
