All of my APRs are in my signature line, but the cards that I am personally the most pleased with are the ones below, listed in order from the current lowest APR to current highest, all with no AF:
(1) Unify FCU Variable-Rate VISA: 4.99% V
(2) BEFCU VISA: 5.49% F
(3) FNBO Amex: 6.25% V
(4) Andrews FCU VISA: 6.99% V *
(5) AOD FCU VISA: 7.49% F
(6) PACU MC: 7.50% F
(7) Unify FCU Fixed-Rate VISA: 8.99% F
(8) BoA Cash Rewards WMC: 9.99% F
* Andrews FCU go-to APR used to be 8.49% V, but they lowered it to 6.99% V as an unexpected but pleasant surprise about 1-2 billing cycles ago.

It's kind of a loophole, @Repairman. USAA says "Cash Advance Fee is 3% of the amount of each cash advance. *But Fee is waived when transferring funds electronically to a USAA deposit account.
One of the best Cash Advance deals out there is with the AOD FCU Visa Signature. Yes, it's the same card that pays 3% uncapped and uncategorized cash back on all purchases, which is the main buzz about it on My Fico. But it also has an ultra-low Cash Advance Fee of 1% with a minimum of $5 and a maximum of $25. But the best part is that Cash Advances aren't at some sky-high APR way above your purchase APR like most cards. AOD's Cash Advance APR is the same rate you pay for purchases, which can be as low as 7.49%.
This is a neat trick with USAA, I had no idea!
This made me look at some of my cards for this in particular. My SDFCU card has my lowest APR. It allows Cash advances at the standard 9.24% APR and no fee if done over the counter at a bank, $3 if done at an ATM. This card in particular has my total Cash Advance limit as the same as my Credit Limit and I recently noticed that, might contribute to the conservative nature of the card. For another example, my Amex cards all have Cash Advance limits that are 20% of my total Credit Limit and they charge more interest on them than normal, from 18.24% to 24.9%.
For AOD, do they let you have the total Credit Limit as a Cash Advance or is it a percentage? I still can't decide if I'm going to app for it after the demise of the USAlliance 3% in less than a year.
Is everyone else's Amex Cash Advance limit 20% of the total Credit Limit?
I don't have low rate cards, but just checking a few I was surprised to find my US Bank REI cards is 10.99%, lower than Altitude or Cash Plus. Don't really use it, but still! I suspect my Penfed Plat is lower, but with no statements since 2019, I can't find a way to see the APR.

My AOD FCU Visa has the same Cash Advance limit as Revolving Credit limit of $25K, @digitek. I just had to check since I never do Cash Advances, but it's a nice tool to have available. In looking at statements, I see my PenFed Power Cash Rewards also offers effectively 100% of limit as either Cash Advance or Revolving Credit Limit. My limit is $41.7K and Cash Advance is $40K. So there are two popular credit union examples that give you a full 100% as cash advance!

That is a lot of cards. More than most individuals would have. Overall your average APR also appears to be on the low end ( for the FI that you have dealing with). Nice!
I just wanted to say that... you really do have a lot of cards...! Way more than what i could phathom to handle, so kudos to you!
