Meijer moving to Citi?and other questions

I currently have a Meijer store card. I got notice that Meijer is moving their card over to CitiBank. I have been trying to get credit with CitiBank for a while. 

Is this my answer? 

 

Also, I now have 4 cards under the capital one umbrella. - Walmart store, Walmart rewards mastercard, QS1, and a platinum mc. All at low cl. I think the max is $1000 on the MC. Do y'all think it is feasible I could get them to roll them all into 1 single card? My utilization is currently high. I am steadily paying down though with very little usage. The Walmart store card in particular I would like to shed.

Is this my answer?  Unfortunately, it may not play a role for opening the doors to Citi's legacy CCs.  Potentially, it *could* help with other Citi Retail CCs, but their CC lending entities are managed separately (Citi Cards, Citi Retail, Citi DSNB).

Capital One currently does not allow any CL reallocations or product combinations, especially on PLCC products.
