If I remember correctly, the explanation is fraud. Some bright bulb somewhere figured out that they could open fake accounts, max them, pay them off with other fake or stolen bank cards and/or checks, and max them again, repeatedly. I guess the lag time created an exposure for the banks many times greater than the credit limit. So now, new accounts that are run up and paid off many times during the cycle are reigned in.
For some reason, bank billpay seems to sidestep this. After reading multiple threads and hearing what others have done, I used my banks billpay too. And have never had a problem. Some even show up the next day.
My wifes Citi Sears MC will only accept 2 payments and clear the next day, after that it is 10 days. They cited money laundering as the reason.
You did not answer "How do you know most of us push with bill pay?" My guess is the opposite.

Usually make payments twice a month when I get paid.
I use my Bank of America billpay service. I just did a payment today actually. It'll leave my account tonight, go to Cap One tomorrow and the credit will be available by Saturday.
This is the best way for me to do it since I use my card for everything and really can't have payment held for two weeks (FPB was famous for doing that at one time!)
The same scenario also works for the Household account I have.
