Discover is an easy one to ask for an off cycle bureau update. You could always call and ask, but most will not unless there is some sort of error.
When does your statement close? It should be sent to update with the CRA's at that time, then it will take a day or two for them to each update the new balance.
As for the points gained, it depends how much you paid down to the 3%. If UTL was more than 10% I would expect to see an increase, but as always, it depends on your overall reports.
