Question for the NFCU experts: I want to take advantage of the $250 cash bonus if you spend $3000 in your first 90 days. To do this, (because my bills are only $700 a month) I will need to "pay" my Capital1 and Credit1 credit card bills with my cashRewards card. Will they allow this?

Check if they allow you to fund serve or similar service without calling it a cash advance.
My best friend loves doing these types of things. He recently told me about the pre-paid target red card that you can load using a credit card and then use their online bill pay service to send checks. So the charge to NFCU will show up as Target, but you can still pay with a check to Capital One. Much like I think like Nixon's suggestion of the serve card, however, I dont think serve will work as well as the Target work-around. It all seems like too much hassle for me, but my friend loves doing this stuff to get all of his rewards on his credit cards.
I just really want that $250 cash! LOL But if I can't make my other CC payments with it, I don't want to have to spend an extra $300 in a month, just to get the bonus. That wouldn't make much sense.
TheTarget Redcard is definitely the best route to go for paying utilities etc with a cc. I'm going early next week to get mine. Unfortunately not all Target carry the card yet though you can refill them at any of their stores
Just went and read the offer agan, it's $200 - to be correct, not $250. We decided I'll make our $1,011 land payment with my CC, so we're ensured that bonus!!

I didn't know about all that you can do with the Target RedCard is that the same as the Target Debit Card from American Express that you have to link to a checking account to open up? That also gives you the 5% off when you use it? Is that the same card that you guys are talking about? Or is there a different kind? I just thought the one I am talking about just takes funds out of your checking
No. Here it is. You link it to a checking account. You buy the card and fill a max of $500 at certain Targets (not all of them carry it yet). Then you register it and a permanent card is mailed to you and then you can load up to $2500 per day at any Target store ($5000 max per month) You can link it to a debit card and load $1000 per month but that would defeat the purpose. In the link it says you can add at Target stores using cash but so far they consider credit cards 'cash'.
No you can't sign up online. You must buy them from a store. In that link you can click on the link on the left and will show you what Taeget stores in each state carry them.
