I joined back when they had a huge rush of new members so I think it took me close to 6 weeks to finally get my welcome package. I would guess probably 2-4 for you. From my own experience if you plan on banking with them exclusively wait to sign up for direct deposit and just establish a normal routine of activity for a couple months before applying for a card (they seem to love direct deposit...I got approved for NFCU cash rewards with around your score). Your welcome package includes some free checks if you signed up for a checking account and some info on all their products.
Oh and congrats on getting in. NFCU is a great credit union and their customer support has always been super helpful!
$5000...I was pretty blown away considering the next highest limit card I had was my $1000 CL Secured Wells Fargo Platinum.
I don't know that it made any difference or not but I applied online and included a short note that I was working on rebuilding my credit and wanted to build a good relationship with NFCU. I haven't heard anything about it mattering whether you apply online or over the phone.
I would apply over the phone. On the phone they ask you additional questions which may help you with getting approved. For example, they will ask you if you have any balances reporting that have already been or will soon be paid. Also on the phone it is easier to find out if you have been instantly approved.
