Need Advice---WWYD?

Here's a quick snapshot--I have three credit cards with a combined CL of $1550.00 (750/500/300); I currently owe $320.00 total on all three, and they have or will be paid to zero within two weeks, and at least five days before before each statement date for credit reporting purposes.

 

However, EQ currently lists my Util% at a lofty 71% ($1100 owed/$1550 combined CLI) as of three days ago due to the reporting dates of two of the three CCs.

 

A new personal loan for 12K will hit my CRAs within a week (I'm guessing here--feel free to correct me), when the first payment ($400, the first of 36) will be pulled  from my checking account; the 'soft pull' (TU 721) was done ar the end of last month.

 

I'd like to get another credit card (Alliant CU?) with a much higher CL and use it exclusively; my annual salary is 25K.

 

My question is since the soft pull was done late last month, and the last statement closing date for these three cards is June 7th (it will be paid to zero on June 1st or 2nd), would I be better off applying for the Alliant Visa (other recommendations are welcome) before that loan hits the credit bureaus this weekend or early next week, or waiting until June 7th, when all three CCs will be PIF?

 

My TU is 721, my EQ is 676 (util% was the previously cited 71%), and my EX is over 770.
