Need help.. New Credit Card or balance transfer

Hello Everyone. I just recently closed on a house. So all my funds are tied into the new purchase of of my home. However my dad has falling sick, and within the next few days I need to travel to where he is. Because it's so short notice. The fares are extremely high. I was wondering if I should open a CC that offers 0% Apr so that would allow me to pay the ticket off over time. Or should I do I balance transfer to my penfed account to free up money on my discover card.. Then I could use the discover card to purchase the ticket.
Discover 2,000/14,500 has 0% apr until May
Penfed 0/7500 offering balance transfer @3% for 12mos 0%apr
Equifax FICO 8 789
Transunion 731 I have a derogatory on this account from a student loan that's due to fall off in June..
Experian 705... I have a derogatory on this account from a student loan that's due to fall off in October

Sorry to hear that your dad isn't well. 

My opinion is with the short notice, 3% up front and 0% for 12 isn't a bad offer. Credit cards don't always show up quickly in the mail and even ones that offer instant credit card numbers like AMEX don't always do so. 

The Discover has plenty of credit available unless you made a typo, I would just use that card and transfer it to PenFed.
