So, got my card back in October 2013 for $1k, and enrolled in credit steps. Letter stated I will receive an automatic cli "by" my 7th statement. Well.... In December, I changed my statement cut date which changed my due date, and it didn't generate a January statement, it skipped to February combining everything on it. So, next month should technically be my 6th statement cut, but since they didn't generate a January statement it's my 5th statement with them. So, have to now wait till possibly my June statement to see my increase

Didn't know they even offered the option of choosing your statement cut date.

With Capital One, you have four due date choices if I am not mistaken (13th of the month, 17th, 25th and sometime at the beginning of the month). Every time you select a due date, they let you know when the statement closes. I wish it was a feature that Amex offered. Chase also lets you choose your due date (you can change it once in 60 days).
Cap-1 didnt do it, you did in requesting the change in due date, as suggested just sit back, it will happen in time.
