No personal experience with FR but I have a friend who received an FR from Discover.

I know people who have been FRd by Amex, Discover, Chase, Citibank, and BoA. I just think AMEX uses it more often then other lenders so you here about it more. It really isn't a big deal, so many people don't even think it's worth posting.
They should do it upfront so that it never becomes an issue, but it happens.
