Can you still be "opted-in" if you have a credit freeze on all three CRAs?

As far as I know yes, you can still opt-in with a frozen credit file because the cc companies only SP your reports to check your credit standing. The only time you should run into an issue is when or if you decide to apply. Then you'd have to 'thaw' your report(s) first.
