Orchard is a good starter card. Tell her to go ahead an apply as long as she doesn't mind paying the fees. It is the most fair of the sub-prime cards as far as fees and rates. Anything over 540 seems to be getting approved regularly. However, that being said, I would apply for a secured card with a bank like Wells Fargo or BOA because you have a good chance of getting a prime card after being good for a year and your credit score improving. If you can't put down the deposit ($300 -- which is what your orchard credit limit will likely be), then I would go ahead and apply for the Orchard card.
