Orchard Reporting?

Just went to HSBC preapproval site and DH is preapproved for an unsecured Orchard. It has a $19 app fee. Is this normal? Also if I apply and get this card, when would it report? Would it report when I received it or after I have used it? Or is there a certain day of the month they report regardless of usage?

Sorry for so many questions.

Just say "NO" to fees!
 
I recommend you look for others that don't have app fees and AF.
 
It's a rip off when CCC collect fees for applying.

Unfortunately I don't think his scores will allow him to choose whether to pay fees or not. I haven't pulled his fico scores yet because I'm still waiting on dispute results of some inaccurate tl's. But his Fako's are EX 598, EQ 588, TU 626. This will be his first major cc so I'm expecting a score jump and that is the only reason why I want to apply. Do you have any other suggestions?

The Orchard application fee is normal.  If denied, they will refund it.
 
It could take a couple of months for a new Orchard card to report.  They are slow to report new accounts.
 
If you apply for it and are approved, it will report, regardless of whether you ever actually use it.
 
Orchard reports on the last business day of each month, and they report the balance of that date.  They do not report statement balances at all.

Sometimes one doesn't have that luxury.
 
People rip on Orchard an awful lot, but they are not even in the same class as the sub-subprime bottom feeders that nickel and dime you to death.  Orchard doesn't do that.  $19 is really not that bad for a rebuilder card.

Yeah, I understand.
I've been there too and even canceled a card upon receiving it, First Premier.
Because I was left with something like $30 CL after all the fees. 
 
I still have 2 Orchard Cards with AF which I got them waived this year.
 
On reporting - I've noticed that Orchard reports about a week after the invoice statement date on both my cards but definitely not on the same day.

Yes, that's because they report on the last business day of the month.  Your statement date is apparently about a week before the end of the calendar month, but that will vary from one person to another.
