Normally I do not keep funds in my PP account, but I do use the PP credit card, and I've got my settings configured to charge the credit card and not my PP balance.
However I just purchased an item on eBay and it came out of my PP balance.
Didn't even realize till a couple hours later, so I went through all my PP settings, and again they are configured to use the credit card and not the balance, and I also tried to duplicate the transaction on eBay, and there doesn't seem to even be a way to choose a different option there either.
So it appears that I'm not going to get 3% CB for PP purchases unless my PP balance is $0, and if I want to get 5% CB with the debit card, I have fund the balance moments before each purchase.
This is obviously not going to work at all, and I'm quite irked at the moment.

Just contacted Papal over the phone and they said that my option for payments on eBay was set to use the balance first.
That seemed odd to me because there is no way to change it on eBay, or even see what the setting is
The CSR said they changed it in the system so it'll now charge the card first.
I can only surmise that perhaps if I had completely removed the PayPal payment option from eBay, and then re-added it, maybe then it would have let me select to use the credit card first (?).
At least (hopefully) the issue is now fixed (for me), but for anyone else who may have the same setup, take notes and take action if needed before finding out by trial and error.
Thank goodness it was a small purchase too and only lost out on $.28, lol.
I've had Paypal for 24+ years so you can say I'm a fan, but man, their back-end system is janky as hell. I've learned to deal with it (the "autopay" feature can be especially problematic if one isn't aware of it) but they really need to do some work to improve transparency. And don't even get me started on the 'hidden/gift' addresses they keep on file behind the scenes even when they've been deleted from one's profile (this can be fixed with a phonecall, but it shouldn't even be a thing).
My account is old enough that I have the 'Paypal Business Debit Card' even though my PP account is personal (I don't think this is possible now?). Anyway, it looks like I don't get to play with the new offering, but I'll be watching from the sidelines to see how it works out for you all.
Well, I decided to get off the sideline and kill my 'Business' debit card so I could play with all the kids here.
The new card came Saturday, and I'm pleased to say so far it's working exactly as promised. Just today I got 5% for shopping in-person at my local Walmart Supercenter.
Having to pre-load funds isn't quite as smooth as the old arangement (well, at least before they killed backup funding back in 2023) but it's very manageable. I was able to load my PP account from my bank debit card using the app while in the store, and the funds were available immediately.
TL;DR - No complaints!

I've been using it for groceries and it does work for Costco--gas, in store, and online. I even get cash back for UberEats as it is considered groceries! I maxed out November 22nd with my $50 cash back after doing Christmas shopping at Costco.
Also, pay attention to the offers they post. Instacart was offering a whopping 30% back (+5% if you select groceries category) so I got 35% cash back all throughout October. UberEats routinely offers 10% back. Lots of other options though including Walgreens, CVS, etc.
Since joining in Oct I've earned $80 cash back. Do it friends!

Can you please expand on what you're trying to convey here?
So far, when it comes to purchases via Costco, one of the major differences is that the gas station always codes as a gas station mcc, not warehouse club or groceries or discount or retail or whatever.
It seems you are saying that with the PayPal debit category set to "groceries", that you are getting 5% cash back on Costco gas (???).
Is that correct?
I apologize for the lack of clarity. There were others asking if you could use it at Costco at all, since it's a MC, and I meant to say that yes, you can. I've used it for all purchases and it works just fine. You only get the 5% in the category chosen, however--so if you choose gas you'll get it on gas but not warehouse purchases, and vice versa if you choose groceries.
The only multi-category place I've noticed so far is UberEats, where I've used it successfully choosing either restaurants or groceries categories. I'm sure there are others though!

Still kind of unclear... which category did you test: gas or groceries?
Does it give you the 5% for the Warehouse and Costco.com purchases, or are you just verifying it can be used as a form of payment in general?
I would say based on my testing with various versions of Walmart and Target, that it counts for those, but not for "discount stores" in general, since a "Target Plus" charge gave me no cashback, while Target.com did (the site differentiated based on the purchases as to how it checked out). Target Plus is apparently 3rd party vendors you can buy from through Target. Both Target.com and Target Plus code as "Discount Stores", but one gave 5% and the other does not.
Warehouse stores/clubs is the last category I need to test on this card.

You can use it for gas I've you have chosen gas. You can use it for warehouse purchases if you've chosen groceries. I also purchased clothing and gift cards online through Costco.com and I got 5% back with the groceries category.
