I tried searching but could not find a thread on this. I got approved at $10K for the PenFed platinum rewards visa and am currently utilizing its BT offer at 0% for 12 months. This will be the only card I carry a balance on until paid off. What are PenFeds policies on CLIs, new accounts, how do they view utilization, hard pull vs soft pull? Any info helps
Typically, any customer-initiated CLI requests are HP. They may offer SP CLIs from time to time whenever quarterly lending promotions are available. No rhyme or reason when or who receives those offers. But, definitely keep an eye on them.

Do you know the time frame for requesting CLIs? I hear they use the same pull for a month so do most people ask for a CLI and app for a new card?

PF loves to pull HPs. I would suggest waiting at least 6 months before you even ask .
They are unlikely to use the same pull in a variety of cases, even if you're still within the 30-day window. In the past, this was fairly common to be able and re-purpose a HP. These days, it's YEMV. So, I would temper expectations if you decide to request a CLI and apply for a new CC.
CLIs can usually be requested as early as ~6 months.
PenFed does a hard pull for nearly everything.
