When I was shopping for a car loan back in August, I applied with PenFed because they had a very nice, 1.49% rate offered. Everything I had read said that they could use the same pull up to 90 days later if I decided I wanted a credit card. I'm a bit less than two weeks from the 90 day mark, so I messaged PenFed to find out the real deal. Here's what I got back:

At this time, our records indicate that the latest credit report was pulled over
30 days ago. Within 30 days, PenFed usually is able to utilize the same credit
report. However, if a credit report in PenFed's system is over 30 days old, we
typically will need to place another inquiry for the decision of your
application.
A loan application must be submitted to consider your request. You can apply
online through PenFed Online at:
https://www.penfed.org
Please select the type of product you're interested in, and an informational
page should appear along with a link to submit an application. If you are not
yet a member with PenFed, please utilize the second box located on this page. If
you do not remember your logon information, you can call 1-800-247-5626, (541)
225-6700 or 510-376-7328 from a Class A DSN Phone Line and apply over the phone.
Representatives are available 7 days a week during the following hours:
Monday - Friday: 7:00 am to 11:00 pm ET
Saturday - Sunday: 8:00 am to 11:00 pm ET

30 days is pretty standard, sorry you were told 90 days in the first place.
Not a problem for me. I didn't plan on applying. Just passing it on.
