My credit reports are on freeze because I'm in the garden. Before you read the title you are thinking Orchard Bank right..Bingo. My first call said all agents are busy @ the time and try later and it hung up on me. 2nd call I got someone with broken English. He said how may I help you. I said Im asking for a CLI. He said what's that. I said a credit line increase. He laughs and says ar you a banker. I said no, Im a construction owner. Anyway I asked if its going to be a hard pull or soft ! He says I don't know and can be either. I said OK lets try it anyway. I said its probably $100 and starts laughing to himself uncontrollably . I told him its even going to funnier once I close my account
He says Brian your so right you got a $100 cli. I said yessss. By the way I would not get a hard pull anyway because my credit reports are frozen. Sorry for the rant. Its knowledge and power to a better financial life due to my friends here and the MyFico forums.
My understanding is, if you have an exhisting relationship with a bank they can still HP you when your reports are frozen. Im sure somebody will correct me if im wrong.

No it doesn't. This matter is already covered before. While many banks for some reason can't pull your report when forzen, some lenders can pull your report regardless.
Experian:
A security freeze generally does not apply to circumstances in which you have an existing account relationship and a copy of your report is requested by your existing creditor or its agents or affiliates for certain types of account review, collection, fraud control or similar activities.
Equifax:
There are various exceptions to a security freeze, including those which vary by state law, and those under the Equifax voluntary security freeze program that may allow someone to access your credit report. However, some common exceptions are the following:
Did his name happen to be Peggy? That's almost more ridiculous then Cap1 just flat out refusing to make any account changes.
Orchard Bank was great when I was rebuilding, but they never gave me more than a $200 CLI at any time. I guess they have their high-risk niche and they are trying to limit exposure to default as best they can. They serve a purpose and that's that.

I have a card wth BOA/Chase/NFCU and I asked for a CLI and they told me i needed to unfreeze my EX/EQ

But I have heard situations where some creditors still can pull.
