That's the same reply I always get, and my account is eight years old. This is really a YMMV kind of thing. Some folks get a PC to Quicksilver or a complete fee waiver on the first call. Others, like you (and me) always get the same "no offers for the account at this time" each time we ask.
Some folks who can't get anywhere with the frontline CSRs have had luck getting a permanent waiver by going the EO route, but I'm just not up to playing phone-tag waiting for them to call me back. If you don't mind hanging out by the phone, they can be quite effective from what some have said.
Some people will say not to contact the EO about this, but honestly if I really wanted my AF waived permanently I would call God himself if it would get the job done. At one time it was easy to 'abuse' the office for minor requests, but they have sufficient gatekeepers in place now to prevent that (now you generally have to e-mail them, and let them call you back). I'll also add that minor is subjective... when a front-line CSR is unable to prevent a company from taking an AF from my wallet, personally I don't consider that request minor.
That's just my opinion, though... we all have one.
You have to do what you feel is right for you.

I closed my account because I couldn't get them to remove the $5 monthly fee. Of course, this was before we could combine accounts. Best of luck!
I'm certain I'd be approved for an extremely high limit no AF card now, but if I combined wouldn't I lose the date of my old card? If there is a way to keep my original card date I'd be ecstatic. I've got the HSBC/Orchard card if that makes a difference. Company was purchased by Cap1.

I have the exact same situation... my QS1 is a 'legacy' HSBC/Orchard card as well, and is eight years old. It also has a not-so-bad APR at 14.9%, so I would really prefer to keep it if I could get rid of the AF. I'm hoping once the CL reaches $3k I'll have better luck (anecdotal evidence indicates I might have better luck then). Right now the CL is $2920, so maybe by the end of the year... <fingers crossed>
As for a 'pure' waiver, so far all I've had luck with is a half-waiver, making the fee $39.50; still not such a great deal, but not as bad as $79. I don't have the patience to play phone tag with the EO or I would have done so. I tried a back-door number back in the summer before we realized they were actually just routing to regular CSRs, and the lady I got genuinely tried to make the fee go away, but she just couldn't. It made me feel good that she at least made a serious effort, though.

Just go onto chat and ask them to permanently remove the fee. I had a QS 1 and asked at 6 months and did agreed to no more fee. They do not issue you a different card, they just waive the fee for good. I can't remember if one is a MC and one is a VIsa, I forget, but they do not have to issue a new card or change to QS regular.
If you can get the fee waived on your current product, you are correct there is no new card issued.
However, in some instances Cap1 won't permanently waive the fee. The other route is asking for an upgrade from the QS1 to QS which usually negates the annual fee.
SN: There is a QS1 MC which used to have the ability to be upgraded to a QS MC. The QS1 usually carried the annul fee.
I called up number on back of card and said I have had this card for over 3 years and it has been upgraded to quicksilver rewards and has a 6000.00 limit but has an annual fee and high apr. are there any offers to waive the fee and reduce apr? the nice put me on hold and came back and said sir, we can remove the annual fee permantely, but cant reduce the apr right now. They sent me a new card which is a quicksillver MC but it does not say One underneath it.

Yes. best result. tell them to upgrade your Qs1 to the regular QS. and that will end the AF. usually once the card is 6 months old.

That's exactly how my conversation went only I did it via chat. Maybe Cap1 isn't offering the upgrade any more. Who knows? I can't keep up!
The problem with the old convered cards, IME is they just sit there. Mine was a something, bought out by something else, bought out by something else, bought out by HSBC. I think the date is 1999. It was $3600 forever. It had an AF and with the first couple companies I could get it waived. I can't remember if it was HSBC I couldn't, or only once it got to Cap One. One of the first things I thought I'd do when I started getting educated here last spring was close that card. However I successfully got it converted from Platinum to QS, AF permanently waived, and CL to $5k (it's a WMC). But again...there it sits. No CLI. No offers for anything else. With a little use, or with more use, I haven't seen any difference.
I'd told myself that I might go for a new QS or Venture and then with the possibility to combine limits, I thought I could keep my old date. But then I'd still be stuck with a card that got no love. Or I could transfer the $5k to a new card. But I don't really need a new card, I don't see taking a triple pull, and if I did, I likely wouldn't need the extra $5k.
Still, with each new app, I tell myself that I'll close it. But instead I just pulled the things that were auto charged to it and I'll just SD it completely. If they close it, they close it. But I doubt it with Cap One. I've got alerts set up so I don't have to go on the site to check up on it. That's my current plan. Let it sit.

My QS1 is a MasterCard, and previously was the Orchard Bank 2% cash back card (basically, they nerfed the rewards to 1.5%, and kept the AF the same).
Like you, online it shows up as a 'Platinum', but from what I understand all Quicksilver (or QS1) cards are "Platinum" unless they are "Signature" or "World" - they just don't say "Platinum" across the front any longer. If you dig deep enough on the account web site, you'll come to a screen that details the benefits associated with "Platinum" status (I'm assuming that's why they keep the designation).
I've heard nothing official, but folks on here seem to believe that $3k is the 'magic number' for unlocking the account to be PC'd to another type. I'm exactly $80 away from that now (so close, but so far away... LOL) and I'm hoping for at least a token CLI between now and July. I've pretty much SD'd the card for the moment, which is exactly what you don't do when you want a CLI, but once the holidays are over I'll stop depending on my Discover as much, and I'm going to try to give the the QS1 some activity to help the cause. Of course, some folks have had no problem getting a PC with credit lines under $3k, so as with most things Capital One, this also seems to be YMMV.
If I get my credit line to $3k and it doesn't make a difference in getting the PC (or a permanent waiver) I'll probably just call it a day and merge it into my QS Visa. I've already spent more time concerned about this than I should have, and at some point I need to 'do something' and move on.
If I were you, since you're already so close to $3k yourself, I would try to get a CLI as soon as you're eligible, and see if you have better luck once you cross $3k. If by some chance it does make a difference (i.e. you get a PC), be sure to let us all know!
