Pre-Qualified vs. Pre-Approved

I keep getting BofA prequalified invitations in the mail. What is the difference between pre-qualified and pre-approved if any? I love how they send these, but when I go on their web site and try the pre-qualification for cards they only offer secure.

To me, it sounds pre-approved is more possibility to get a card if you apply.

Funny- my DW has been getting tons of BofA pre-approvals

They will only give here a 99/500 card-

So don't get your hopes up-

Better than the fully secured one they keep offering me! And to think, I had accounts with them. Well, I still have the accounts. I just moved all the money over to Navy Federal. They have shown me much love.
