Prequal or tease?

I just got an email offer to apply my 3/29/13 for the BCE from AMEX with a sign on bonus.

Is this a prequalification if it names me or am I only getting this because I have an AMEX Prepaid card I never use?

Nope. I get these emails from Amex at least once a month.

they're such a tease. I get the same and get turned down for their easier to get cards.
