My friend has had his card restricted 2 times already. Once on first purchase which got declined and once while he was traveling. He used his other Cap1 card and it went through. Both time he was one the phone for 15+ mins. My card was also restricted on first purchase, why give us the card if you are gonna restrict us so quickly?

When I worked retail, anytime a card was declined and it "looked new" I would always ask the customer if they had activated it yet...


Isn't there a HUGE  white sticker that says, "ACTIVATE ME!" on the credit card? The person lost $27 dollars in rewards. That's 11 grande cups of coffeeeeeee! Ahhhhhhh! This is the greatest horror halloween story of the week.

We don't know for sure that's the case yet... it could very well be Capital One suspecting fraud.  We were only mentioning the activation issue since it actually is quite common.  Believe it or not, there are folks who pull that sticker off with the intention of calling later, and some folks just get distracted and don't pay attention. 

 

The OP will probably let us know once his brother has a chance to call Capital One.

Uh, definitely not true about merchants checking IDs when using credit cards.  In fact, both Visa and MasterCard have provisions in their agreements with retailers that specify that they are not supposed to check IDs. Under their agreements they cannot refuse to process a credit card transaction if you refuse to provide ID.

If that is the case, then what we have here is a poorly trained or misinformed employee, vainly asking for ID which can be refused. I'm going to decline showing my ID once just to test their reaction--pretend to not have it on me. I've seen customers say they'll be right back, poor fella.

As long as he signed the back of the card. No signature means they can ask.

Actually a merchant can NOT require a customer to show ID, it's against MC/V/AE merchant agreements (not sure about discover). The "authorization" on the card is all that is required - on a manual authorization where you are calling the processing certer (pretty rare today) you might get a code to pick up the card if you can, but in NO case is a merchant required or authorized to demand ID to complete the sale. 

 

Note I was in the retail business for almost 40 years and 18 of those I owned my own business and had merchant accounts with MC/V/AE during these periods.

Right, if the card isn't signed (or, with the see ID & Mickey Mouse stuff), a Merchant is required to see a Gov't issued ID, and watch the person sign the card.  Once the signature matches the ID, he may then proceed to accept the charge.  In all my years, I've only seen one cashier handle this properly.  

 

Amex doesn't have an ID policy, but stipulates that it must "align" with other payment processors.  So, in an AMEX only Merchant, ID may be asked for and required for purchase, but never in an establishment that also accepts either Visa or MC.
