Question about Amex 3xCLI

For those of you who have done the 3X CLI, is this done online? Does it count as a HP or SP? I don't have an amex revolver yet. I only have the amex green. I plan to app for the BCE later on this year once some of my accounts age. But just out of curiosity, I was wondering if its done through the phone with a rep or if there's a link online.

SP, you can request the CLI online or via phone (automated).

I kept getting errors online so did it over automated phone... every 6 months like clock work!
