Question about Chip and PIN use

My g/f use her AU Diners Club yesterday at Wegmans (grocery store) where she just tapped the card for payment. Shouldn't it then have asked for a PIN?  Or is that only when it's inserted into a reader?

It won't ask for a PIN unless you tap for a transaction over a certain amount (I think; it might actually just reject it if it's over).

Depends on the country. I think it's $25 or $50 in the US.
