So since it's after the Holdiay's I've been trying my luck with some credit limit increases and such...and I got to thinking that it would be awesome if I could make a few changes to the card structures I have. Namely upgrades. So I'd like to ask the following:
1) Can you upgrade a no-annual fee citi card in first year? In my case that would be a Citi Thank You Prefered to a Citi Double Cash. I've had it for about 6 months, and I'm wondering if, regardless of other factors, I still need to wait 6 more months to even be eligible or not. I tried to ask Citi directly, but of course they are super busy and it's impossible to get ahold of anyone on the phone (and chat reps are no help). I've never really understood if the year-rule only applied to annual fee cards or not.
2) Does a credit freeze have any effect on prequals as long as you don't opt out? I've noticed a lack of prequals when I try (just out of curiosity) and I'm wondering if it has to do with the credit freezes I put into place with all 3 credit bureaus. I used to be flooded with them being new to credit and all (only 1 year credit history).

Regarding your first question, I don't think there would be a problem with converting your TY Preferred to a DC before the year is up. They both have no annual fee so that would be just a PC not an upgrade. You'd have to call them to get it done, though, and they'll tell you if it's doable or not.
The year rule applies to upgrading cards to a product with an annual fee. The CARD act prohibits adding an annual fee to an account in the first year.
As for the second question, lenders base pre-quals on soft credit pulls. If your report is frozen, they have no basis to pre-qual you.

Ah, so that's why. As I understood it, though, the creditors you already use actively (Ex: credit cards with) have access to your credit report even during a freeze. So, they should have soft-inquiry material every month regardless. I'm not sure if prequals use that internal information though.

I think there are DPs that Chase at least will use their internal scoring and info to prequal existing cardholders even with frozen CRs so it's not out of the question.
