IMO it's not worth the effort or analysis into a strategy. WEMC provides a nice, shiny logo. Other than that, most people aren't even aware of the benefits, let alone using them. Is there a specific benefit you want?
If you want a WEMC that badly, save yourself the trouble of wondering whether your plan will work, and just apply for a card that is basically a known WEMC.

Finally, someone gets it. LOL. I talked to the cap 1 EO myself a couple months ago regarding the WEMC and the response I got then was that it's not available for request. The offer the tier on various products, so it's a simple matter for cap 1 to offer it on the Quicksilver should they find it's beneficial to the business. Herein lies the goal, make it so that my account will only be profitable to them by upgrading me to the higher tier.
This is very much an experiement. Having said that, anyone else have ideas for what's worth buying over seas? Any gotta have items?

How much money are you spending on the card? I.e. is it enough for the account to come up for review and Cap One to think "How can we make a profit on this account?"
As a data point, I have a Cap One Quicksilver which I only use for buying things from overseas (mainly UK and Australia), it has a CL of $35K and is still a plain Visa. So your plan hasn't worked for me!

That's what I was thinking.. random charges for 100-1000-2000 aren't going to make anyone say oh I want to make an extra dollar or two on this person to get them they WEMC (Or whatever the equivalent dollar amount is for them.) If that was the case, I'd think they just simply give everyone WEMC and call it a day so they can "make more money off the customer".
I personally don't think these "strategies" will work.. seems an exercise in futility, but hey whatever works for the person! Best of luck to the OP, if that's what is desired.
