I've received these offers from Choice Privileges and the Hilton Honors card a couple times. Has an apply by date and says limited time offer.
no opt out to found anywhere so I did not apply.

In my experience most hotel/airlines card mailers are marketing by the hotel/airline and are NOT actual preapprovals
Were these mailers? If so, it's more than likely marketing but doesn't mean that you wouldn't be approved if you apply.
If you have an Amex account already and are seeing offer for Hilton, it's most likely legit.

I do have an account with Amex, but there's no opt out on any these offers.
Some of the recent mailers for the Hilton card sent out in the last month or so have opt-out language. When you open up the mailer by flipping out the left/right it's in the center section.
