Last October they opened up mobile wallets for the CareCredit Mastercard, but there's still no love for the Sam's Club Mastercard (I just tried again).
Yeah what's odd is that they were rolling out Apple Pay way back in 2015.

Synchrony https://en.wikipedia.org/wiki/Synchrony_Financial is store cards, CareCredit, etc. Generally speaking, those are occasional-use, low-end, high-cost credit products.
Android Pay (NFC: Near Field Communication https://en.wikipedia.org/wiki/Near-field_communication), Apple Pay (dunno), and Samsung Pay (NFC with fall-back magnetic stripe emulation) are already fairly well established, so I would be very surprised if Synchrony were able to make a dent regarding tap 'n' pay / contactless payments.

I know this has been a gripe with Synchrony for awhile. The red headed stepchild (PayPal) is not supported yet, I tried it. Maybe soon?
Is this different from simply adding a card to ApplePay/Samsung Pay/Google Pay, i.e. some extra wallet infrastructure?
The PPMC can be added to Samsung and Google pay
No it's the same as adding to a mobile wallet (that's what they're called). I tried to add PayPal to Apple Pay and it kicked back saying it's not supported. Let me try Google Pay.
So "Synchrony rolling out mobile wallet" seems misleading if the only thing that is happening is that Synchrony store credit cards etc. might be able to be used for tap 'n' pay.
