No, it is based on purchases, however you pay it off (well, usually has to be in good standing to get rewards).  So you should get your 400 UR points.

How does it get such high CB?  Not the first time I have read it on here.  Maybe you posted it I don't remember.  It doesn't advertise it on their website.

I see on the website about the restaurants.  Not all restaurants though.
