If you have come across a transaction declined with message "Alternate Tender Required", it is mostly a fraud alert causing transaction to not go through.
Very often, fraud protection group is separate from credit card customer service so if you may told CSR, the transaction may still be declined.
I found that by calling fraud department and informing of large purchase generally does not pose any issues in subsequent transactions
