Interesting! I'm way out of area too, wonder if it's worthwhile for me to open up a CD or something with some extra cash to get on their mailing list 
I live in fort lauderdale which is over 1200 miles away from any brance, I apped for the cash+ over the phone and got it!
so you dont have to be near a branch, you can call in. I just did it last week.

its in my wallet and the 5% has already been in use!
though I will say that I made sure that that was the card and only card that I was interested in, I was so overdoing it that the rep would need to have been in a coma if she didnt app for the cash+, cause I did hear about what you mentioned lol
