I think you would have to communicate with US Bank through the website so if you are told "yes" you have some pushback if the real answer is "no"
I know my credit cards get the monthly fee refunded but they are all core US Bank
Lol @Anonymous you know exactly what I'm imagining.
I have a 300 limit US Bank secured card that I keep just to get the fee waived. I am not sure if it applies to co-branded cards.
