So new applicants can only be military that stinks. I guess I can't open an account for my daughter I guess I shouldn't of procrastinated.
ezdoesit - you can call USAA for that question. Likely as long as you are already a full or limited member you can open the door for their membership. USAA was closing the door to people that were not eligible as miltary personnel and/or family connections to military personnel and were not eligible directly or through some other member. USAA was formed by military personnel for military personnel. It is in their roots back to the 1920's. Except for that one brief period of time they opened the membership more broadly, they have been true to their military roots.

If you were a full member through your father (your military link) then you should still be a full member and your daughter counts as family too. Call USAA though and ask - their customer service is great.

My wife and I signed up in 2006, right after getting married. Her father was military, and had an active USAA account, so he was our link. We're full members and have auto and home insurance through them. I've never used their banking products, but I highly recommend their insurance. Amazing rates, and outstanding customer service.
