I thing using a charge over a credit looks better as you're going to pay it anyway. My personal relationship isn't PIF rockstar, as I'm still enjoying my 0percent intro and have carried more than not

  The only card I have'nt  got a CLI on is CSP.  It is also the only card I used to load Serve.

Payments made to a Serve card do count towards bonus spend and it you use a non Centurian Bank Amex you also receive the reward points.

I was approved for BCE with a very low limit that I have no use for(especially if it can't do a BT).

Yes, I can request an increase at activation but I don't see many success stories.

In the meantime, I need to show usage. While I can use my bank's billpay for my bills, it made more sense(prior to reading data points here) to pay my bills fee free AND show usage on the Amex.

I'm missing something... I thought with Serve/Bluebird, you could only load it with a pin enabled debit/gift card and not with a credit card?

Bluebird yes, need a pin enabled debit card (and a "real" one if you want to do it online).   Serve accepts Amex online loads (and those with softserve can still use V/MC)
