I think either way it will be a purchase. I sent 3k to my friend so he could send it back to me on paypal so i got the cash to pay off my car loan. If you do it as a gift, it charges you 3%. If you do it as goods and services, it will charge the receiver 3%.

have had PayPal since 2002.  I list debit card in there for that purpose.  Credit, is cash advance.  They will also use your bank account first, before debit card (avoid fees).  Personally, sis and I use wire to/from bank accounts instead of PayPal.  YMMV.
