I know Venmo allows you to fund your account with a credit card. My question is, would this be considered a cash advance by the credit card company?
cause theoretically you could use the card to fund your venmo account and then immediately take that money and put it into you checking account. And only be charged a 1 time 3% fee
My BCP AmEx card lets me load Venmo without any fee, not even the 3% Venmo fee. I don't earn any rewards on what I send to Venmo, but there aren't any fees. I can't withdraw this money, though. It has to be sent to another Venmo account.

I think some issuers code money-sending services like Venmo and PayPal as Cash Advances when you send cash and do reloads. I was setting up my Bank of America business card on PayPal recently and it warned me that BofA would charge me extra if I used the card to send money. No additional fees for purchases though.
