I suppose they might have started giving that disclaimer in case there's a rare instance when someone might need to apply for a CLI in order to transfer more than a certain amount of their CL.

 

Example: Last summer I moved some of my CL from my WF Active Cash to my Auotgraph card. They advised me about the maximum they could transfer, since they needed to have at least a $5K CL on my Active Cash. The reason for that is because that's the minimum CL required for a Visa Signature. (Perhaps once a Visa Signature, always a Visa Signature?)

 

Theoretically, the only way I could have transferred more from the Active Cash would be to get a CLI on the Active Cash. And if a soft pull wouldn't do the trick, they might have offered me the option to do a HP CLI request.

 

Since I had just made the Active Cash a Visa Signature by getting a CLI on it a few weeks earlier, I wasn't interested in testing them to see if they were willing to go below $5K on it.
