If you apply and are denied for the Discover do they counter with the store card without another hp?

Is the WM Discover issued by gemb, therefore pretty much just a tu pull, or do they pull other cb's as it is not just a store card?

Is it TU that GEMB pulls for Walmart / WM Discover??? I'm in FL..... Would it be different for me?
