Want to get AMEX

So say I apply for an amex with annual fee I can always downgrade before I have to pay the fee next year? Ie: preferred blue cash to regular blue cash

No. You have to keep it for 13 statements. Then get the fee refunded after you change.

+1 and you will not get the full amount back. It will be prorated so you will get most the AF back.
