You can always reallocate if needed. I had to do that to open my Freedom.

You definitely cannot move business to personal. Can't speak to the reverse as I haven't tried.

They allowed me to transfer my SW credit limit to my CSP last year (minus $500 they said they had to leave).

Does chase require I have the card 13 months before transferring the credit line? If so I guess I would have to eat the AF for the first year at least.

I eat at a lot of restaurants but I can't see paying the AF just to get the restaurant bonus. Any recommendations on other travel related cards that are good for restaurant spend?
