It has been a while since I looked at this, but IIRC, Cap1 and Chase SP you when you check for pre-qual offers on their website. I think Amex also SP'd me in real time, but don't quote me. On the other hand, Citi uses their last SP they have on file for you. If your CR has changed since they did the SP, the pre-qual may not mean much. But if you haven't gone on a recent app spree, recent late payments, etc, the pre-qual offer is probably pretty good.
There is never a guarantee with pre-qual's, but they can be a good guidepost.
If the first word isnt Congratulations! it wasnt a pre approval, Discover and BofA pre approvals work fine, they are just worded weird so people think its a pre approval, apply and are denied. (Discovers denied will say, Heres the card we found for you! but if approved, itll start with Congratulations! Similar to BofA.)
CK told me I could get a Chase card but Barclay was out of my reach, well I got the Barclay too
Those are pretty good guidelines but I think they figure you have no baddies on your report. (the banner offers on the CK site)
